WebMoney Casinos: A Settlement System Without a European Issuer
WebMoney is a settlement system that dates from 1998 and still operates, but since 2021 it has had no regulated e-money issuer in the EEA or UK, and its ruble operations stopped in 2022. What WebMoney Is
WebMoney Transfer is a settlement system developed in 1998. Rather than holding money, it issues “purses” in different units — a euro purse, a dollar purse, a gold purse and several crypto purses — each backed by a separate “guarantor” company. Users manage them through WebMoney’s own software, WM Keeper. For years it was a common cashier option at casinos serving Russian-speaking and Eastern European players, and a European subsidiary held an e-money licence that let EU and UK residents hold euro wallets.
What Changed
- 1 January 2021WebMoney Europe Ltd, the Cambridge-based e-money issuer, terminated its agreements with all WebMoney EUR wallet holders. Since then there has been no authorised issuer for WebMoney in the EEA or UK.
- 11 February 2022the Bank of Russia revoked the licence of the settlement bank behind WebMoney’s ruble purses, and WebMoney announced that all operations with its ruble wallets were unavailable from that date.
- TodayWebMoney’s own guarantors page lists the euro and dollar purses as guaranteed by FinCore Reserve CORP, with a PO-box address in Dubai, and the crypto purses by a Panama company. No EU- or UK-regulated entity stands behind any purse.
Can You Use WebMoney at a Casino?
Not at a casino licensed in the UK, Malta, Sweden or another EU state. Those operators must settle through regulated payment institutions, and WebMoney no longer has one in Europe. If a cashier still shows a WebMoney logo to a European player, treat it as a sign the operator is not licensed in your market rather than as a working option. We do not list casinos for this method.
What to Use Instead
- Skrill and Neteller — regulated e-wallets that most licensed casinos accept for both deposits and withdrawals.
- PayPal — available at many UK-licensed casinos, though not at most offshore sites.
- Trustly — an instant bank transfer approved inside your own banking app.
- Crypto — if the appeal of WebMoney was its crypto purses; licensed operators still verify your identity whatever the rail.
