Best Online Casinos Accepting Norwegian Players

Norway runs a hard state gambling monopoly: only Norsk Tipping (casino and lottery) and Norsk Rikstoto (horse racing) may legally offer gambling to Norwegian residents, and no private or commercial online-casino licence exists. The casinos listed on this page are not licensed in Norway — they are international operators, typically licensed by the Malta Gaming Authority (MGA) or other EU/EEA regulators, that accept Norwegian players. Casinofy reviews these sites on bonuses, game range, payments, and support so you can compare your options. Gambling is for adults 18+ — play responsibly.

Gambling in Norway is regulated by the Norwegian Gambling Authority (Lotteritilsynet / Lottstift) under the Ministry of Culture. The framework is built around a state monopoly: Norsk Tipping channels casino, lottery, and sports betting, while Norsk Rikstoto handles horse-race betting. There is no commercial licensing route, so any online casino you see advertised internationally operates from outside Norway under a foreign EU/EEA licence rather than a Norwegian one.

Norway actively restricts unlicensed operators. Since January 2025 the authority can order internet providers to apply DNS blocking to offshore gambling sites, and Norwegian banks are required to block payment transactions to and from operators without Norwegian authorisation. Using an international casino is not a criminal offence for the player — enforcement targets operators and payment flows. Many Norwegian players choose MGA-licensed sites that accept the Norwegian krone (NOK) and offer Norwegian-language support.

International casinos that accept Norwegian players support a range of banking methods. Because banks may block direct gambling transactions, e-wallets and prepaid options are widely used:

• Visaand MasterCard — globally accepted debit and credit card deposits, subject to bank gambling-block rules.
• Skrilland NETELLER — established e-wallets commonly offered for both deposits and withdrawals.
• MuchBettera mobile-first e-wallet accepted at many international casinos.
• PaySafeCarda prepaid voucher with a 16-digit PIN; no bank card required.

The exact methods, limits, and any fees appear in the cashier of each casino. Most sites that target Norwegian players accept NOK (Norwegian kroner); where a site settles in EUR your bank or wallet handles the conversion.

Cryptocurrency: because of Norwegian banking restrictions on gambling transactions, Bitcoin and other cryptocurrencies are a common alternative. Crypto deposits bypass bank blocking and tend to settle quickly; several international casinos popular with Norwegian players accept BTC, ETH, and LTC.

The international casinos that accept Norwegian players offer a far wider catalogue than the state monopoly, spanning slots, table games, live dealer, and video poker:

• Slotsclassic three-reel, video slots, and progressive jackpots from studios such as NetEnt, Play'n GO, and Pragmatic Play.
• Table gamesmultiple variants of blackjack, roulette, and baccarat, plus casino poker.
• Live dealerreal-time Live Blackjack, Live Roulette, Live Baccarat, and game shows streamed from studios.
• Video pokerJacks or Better, Deuces Wild, and similar paytable games.

Live dealer games are streamed in real time from professional studios and are reviewed for table limits, game range, providers, and stream quality. Every recommended site is fully mobile-optimised for iOS and Android, so deposits, withdrawals, support, and gameplay all work from a phone or tablet.

Norway operates a strict state gambling monopoly. Norsk Tipping holds the exclusive right to offer online casino games, lotteries, and sports betting, while Norsk Rikstoto has the monopoly on horse race betting. The Lotteri- og stiftelsestilsynet (Lotteritilsynet) — the Norwegian Gaming Authority — enforces these monopoly rights.

Key points for Norwegian players:

• Norsk Tipping is the only legal online casinoin Norway
• Payment blockingNorwegian banks are legally required to block transactions to and from unlicensed gambling operators
• No player penaltiesUsing offshore casinos is not a criminal offence for players — the law targets operators
• DNS blockingThe Lotteritilsynet can order ISPs to block access to unlicensed gambling sites

Despite these restrictions, many Norwegian players use international casinos licensed by the MGA (Malta), which accept NOK and offer Norwegian-language support. These operators are not licensed in Norway but serve Norwegian players under EU/EEA freedom of services principles.

Norway’s tax treatment of gambling winnings depends on the operator:

• Norsk Tipping winningsCompletely tax-free — no reporting required
• EEA-licensed casino winningsTax-free for Norwegian tax residents when the operator is licensed within the EEA (including MGA-licensed casinos)
• Non-EEA licensed winningsTechnically taxable as income, though enforcement is limited

This makes EEA-licensed casinos (particularly MGA) attractive for Norwegian players, as they offer a wider game selection than Norsk Tipping while maintaining the same tax-free status on winnings.
