Pennsylvania authorised online casino games in the gaming expansion law signed on 30 October 2017, known as Act 42. The first three sites went live in the week of 15 July 2019. The Pennsylvania Gaming Control Board regulates them alongside the state’s land casinos and online sports betting.
The permission to offer online games belongs to a casino, which holds what the law calls an interactive gaming certificate. The casino can run its own site or bring in an operator licensed by the Board to run one on its behalf, and that operator’s name is usually the brand you see. The PGCB lists 24 brands today, all shown in the table above.

The PGCB asks players to verify a site before they bet, using its list of interactive gaming operators. If a site is not on it, the Board does not regulate it.
The Board’s second check is the logo. Every regulated site must display the PGCB logo, along with its licence number, a statement that players must be 21 or older and a link to the Board’s website.
The same brand runs different welcome offers in different states, and they change often. The offer on each card above is the one on our record for that casino, with the date we last checked it. Before you deposit, read the operator’s Pennsylvania terms: the wagering requirement, which games count towards it, the time limit and the minimum deposit decide what an offer is really worth.
Every site must also show you, at least once an hour, how long you have been playing and how much you have wagered.
The PGCB’s iGaming Self-Exclusion Program blocks you from every regulated online casino and online sportsbook in the state at once. You can enrol online, or in person by appointment on (717) 346-8300, and choose one year, five years or lifetime.

Pennsylvania taxes gambling winnings under its personal income tax, at 3.07%. You can deduct the cost of your wagers from your winnings in the same tax year, but not below zero, and you report the result on PA-40 Schedule T. The Board has said it cannot investigate a complaint against an offshore site, which is the practical reason to stay on the list.
Pennsylvania’s online casinos took in $2.78 billion in 2025, 27% more than in 2024. In August 2026 the figure was $245.7 million, up 6.25% on a year earlier, according to the PGCB’s monthly release. Operators pay 54% tax on online slot revenue and 16% on table games and poker.
